Meet our Managing Partners

Leslie Washburn, P.E.
Partner
Ms. Washburn has over thirty years of experience in engineering design, project review and management, as well as curriculum development. Her background in consulting, self-employed, a state water district, a state university and the federal government lends her a unique perspective in being able to understand many aspects when interacting with multiple stakeholders. This has led to strong interpersonal skills that contribute to supervisory capabilities and effective interaction with all levels of personnel and the public. With over 9 years of engineering design experience, 10 years in workforce development curriculum development and 3 years of permit and regulation review, she is well versed in project management skills with a broad viewpoint of issues.
Ms. Washburn has developed curriculum for a variety of delivery modes including live, instructor-led, interactive broadcasting and computer-based. She has co-authored five professional engineer continuing education courses focused on the Highway Capacity Manual, Manual on Uniform Traffic Control Devices, and automated vehicles. As director of the Local Technical Assistance Program, manager of the Safety Circuit Rider program, and workforce development coordinator at the University of Florida Technology Transfer Center, she oversaw the development and implementation of training sessions with a wide range of audiences including public works employees at all levels (roadway maintenance to engineers), professional engineers continuing education, and K-12 outreach for students.
More recently, as the Florida United State Department of Agriculture-Rural Development State Engineer and Environmental Coordinator, she is tasked with developing and providing training to statewide employees and stakeholders on all aspects of regulations pertaining to civil engineering and the National Environmental Policy Act aspects of projects financed by loan and grant programs for rural communities. She is a registered professional engineer in the states of Washington and Florida.

Karla Cristina Rodrigues Silva, Ph.D.

Karla Rodrigues-Silva, Ph.D. has over 15 years of professional experience focusing on quantitative safety analysis methodologies, traffic operations, and urban planning. Throughout her multidimensional career, she has consistently worked as a consultant on a diverse spectrum of projects. As a researcher, Dr. Rodrigues-Silva collaborated with multiple research centers, including the McTrans Center, the Geoplan Center, the T2 Center within the Florida Transportation Institute, and Texas Transportation Institute (TTI). Her work focused on safety performance models, statistical modeling, systemic safety approaches, local road safety plans, and innovations in safety analysis.
Currently, Dr. Rodrigues-Silva leads the Vision Zero Workgroup and Taskforce for the City of Gainesville, where she is responsible for developing and implementing the Vision Zero Action Plan. As part of these initiatives, she created a framework for automated enforcement implementation, feeding the analysis needed, advising on how to write up the ordinance, and further steps to implementation. Her work has been based on the State of the art in quantitative safety analysis methodology, Geographic Information System for big databases, and other international practices for Vision Zero initiatives and forgiving roads.
She has been recognized for her outstanding performance over the past few years, including several excellence awards. She serves as a panel member for the National Cooperative Highway Research Program and is an active member of the ITE. Data-Driven Safety Analysis Committee, TRB AED10 Safety Data Subcommittee, and the State of Florida Bike-Ped Coalition.
